Yes, there are two places where I found 220V watt-meters. Probably the most relevant one for you is LIDL which I know is all over France as well as the rest of Europe. They did a watt-meter last year. Check their website. The other place I got one was from CPC which is a division of Farnell Electronics in the UK. You can find them at http://cpc.farnell.com.
